Hi Meddler what are your thoughts on the current state of black cleaver? It feels like some champions who should in theory be good with black cleaver such as {{champion:92}} {{champion:58}} have suffered greatly ever since it's build path was changed to be more health oriented than AD oriented.

Regarding the stats the runes give, the CDR is too little I think for anybody to actually take it over anything else. I'd prefer something along the lines of how they were before the rune changes: - 15% CDR at level 18 - 10% flat CDR and I also think CDR should be in slot 3 not slot 1.

What happened to hitting junglers health on their early clear so that they weren't coming to lanes with full HP? Also can you give any input on your views on red smite? Obviously it's heavily favoured over the chilling smite so just wonder what riot think

I still can't believe you are doing nothing to red smite or the camp respawn timers in the early game. **Camp respawn timers in early game** As it stands right now you can clear every single camp except for golems & you'll have 80 seconds before your next camp respawns. It takes 20 seconds for you to walk from base back to the camp, so you are effectively giving junglers 60 seconds free time to spam gank lanes early on. The changes you are proposing to make level 3 require more camps early game aren't going to fix this problem. Junglers will still have a massive time window where they have nothing to do but spam gank which just makes laning feel horrible. This is the problem with junglers in the early game. If the camps were respawning faster then they can effectively be punished for choosing to mindlessly gank lanes because the enemy jungler can steal their camps. **Red Smite** * Makes it so the jungler can 1 vs 1 anybody in the game who doesn't also have red smite or exhaust. * Makes 1 vs 2's less risky for the jungler * Makes wondering around on low HP less risky for the jungler. Please can you just rework or remove this stupid smite it is obviously broken. Just go take a look at high elo games you'll find 95% of the time people are going red smite because it is ridiculously good. Giving junglers a smite that lets them 1 vs 1 any none jungler is crazy & I can't believe that it's gone under the radar for this long.

Thoughts on the current state of {{champion:92}} ? She's at one of her lowest ever winrates right now sitting at 47% down from a previous 50-53% that she held for a little over 2 years

: Maybe I'm missing something, but why should a high skillcap champion like Riven and Yasuo and Ryze have a higher winrate than 48%? That's why all/most of the high skill cap champions have high winrates and are still viable while low skillcap champions can have high winrates and be about average. Anyone can tell you that a winrate does not tell the whole story. But maybe I'm missing something.
For clarity, Riven is down from a previous 52-53% winrate (that she held for over 2 years) to a 48% winrate. She's also the lowest win % bruiser in the game. Winrate aside there are just other champions that do the same thing as Riven but to more effect, with much less of a skillcap requirement. {{champion:164}} Plays almost identically to Riven but does it 10x more effectively & has a much lower skillcap.

: Sorry to play devil's advocate here OP, but Riven has one of the steepest learning curves in the game on par with Ryze and Azir, which means her winrate will always be sub-50% if she's ever in a balanced spot. Some Challenger players are still notorious Riven 1-tricks who absolutely destroy any matchup they're in due to how they've mastered her mechanics, combos and animation cancels. Moreover, Riven still has a pretty respectable pick rate hovering around 4% with player mastery bringing up her winrate to about 54% after only 50 games. If Riven was brought up to a point where she had a winrate above 50% overall she would be disgustingly broken in high elo.
This is where you are wrong. She has always hovered 52-53% winrate for the past 2 years, it's only since the new runes were released that she's seen a decline in her winrate

Thoughts on ADC itemisation being incredibly cheap compared to other roles? ADC standard build of IE + 2 Zeal items is very cheap and gives them huge impact compared to any other role in game who have to pay 2-3k more gold for their builds

Thoughts on current ADC Zeal items? From what I gather the Extra Magic dmg on shiv & rapidfire initial attacks is giving ADC's a lot of burst when they're meant to be dealing sustained damage.

Will you take a look at either buffing ignite or nerfing exhaust? It's annoying that exhaust is pretty much the 100% go to summoner for supports because ignite isn't useful. Perhaps making grievous wounds component items less useful than the completed item so that ignite has place in the early game. IE making Mortal Reminder & Bramble Vest inherently worse with how they inflict grievous wounds than their completed items (Mortal Reminder & Thornmail).

No it wouldn't, it increases viability of Ignite for the early game & in the mid-late the heal reduction items are still useful. All it does is make it so heal reduction items are none existent in the early game to make Ignite a more valuable option than exhaust. Ignite used to be picked to counter heavy healing champs because heal reduction items weren't super viable in the early game, now though there is no point because Riot have gave all these cheap items grievous wounds passive making ignite pretty shity.
