First off, I understand the whole "Git gud, play unlocked". It's unfortunately something I was never able to get used to as much as I tried. I played League way back in like 2011/12 and always played with locked before these other options were implemented.
I've now recently picked up League again and was happy to see their other camera options but disappointed at how they work. Being in any of the fixed camera options does not let you recenter the camera, the keybind simply does not work. I'll let my video comparisons explain and show it a bit more, and also you'll see how it works in HoTS, which I used to play for years and their camera setting was perfect. I know some people play unlocked and hold space but the problem there is when holding space you can't pan the camera around, and of course when you let go the camera stops following.
The other issue in the videos is the minimap. In LoL when playing fixed you have to click and hold on the minimap to view other areas where as in HoTS you can click normally and of course just press space to snap back.

There's definitely support for this change as there's other threads that picked up a lot of traction on reddit but unfortunately I'm guessing nothing was ever done. I'd love to know if Riot ever acknowledged players concerns. Here's a few of the threads:
TLDR: Recenter camera option does not work in semi-fixed or other fixed camera options. You cannot view the minimap when using this option without clicking and holding the button down which disables you from doing anything else while viewing an area.
