Remove penetration, nerf base damages, buff item ad/ap amounts

Then you get to see tanks be able to tank without being able to burst, items not negate other items entirely, and then simply balance the flat ap/ad values of items to allow tanks to be killable without blowing up instantly. I really don't understand why we keep ending up with tanks that do too much damage, or tanks that can't tank a butterfly, simply because of broken passive item/champion stats.
