Exceeding a certain number of Armor/MR as a tank

Should grant a small shield vs that type of damage. Especially in the damage/oneshot/snowball meta that the game has become. I've been advocating things like this for the last year that if they won't tone down damage, then we should have more options akin to {{item:3190}} that allow a fast response to fast damage to balance out the game. Fundamentally, you wouldn't have the tank meta, tanks just might be able to do their jobs before the inevitably perish.
