I have prestige points, why can't I get the prestige skin?

I wasn't a huge fan of any of the prestige skins/the champs they're on right now, but I was excited for prestige Qiyana. I have 100 prestige points, and there was already a prestige Riven skin for the worlds event, so I thought that Qiyana's would be available for prestige points and don't have a large amount of tokens saved up from the event.
I don't mind having large goals to work towards for an event like this, but all of the rewards that are going to be available using the event currency should be announced at the start of the event. If I had known that the Qiyana skin was going to only be available for tokens when the event started I could have saved my tokens up, but now I have 100 prestige points with nothing that I really want to spend them on and not nearly enough tokens.
Also you can use 2200 tokens to get 100 prestige points if you don't like the event skins that are up for 2000 tokens, why wouldn't the skin be available for the same amount of prestige points? Even if it's only for the duration of the event it would be better than how it is now.
