How is hextech not op?

Let me know if I'm just using misguided sources. But how is guaranteed disabling items on enemy heroes at all fair? Something that would sound more fair is if you generated a random extra item on a random hero or two of ours depending on what tier you've reached. Going brawlers/knights and depending on 1 or 2 carries? Too bad. Going literally any normal composition where you rely on the DPS heroes to carry you? Too bad.
