You forget his dmg is DOT over 4 sec so Liandry's Torment deals more dmg. You will take 7 ticks of 1.25% dmg, 7 ticks of 0.75% dmg, With 2056 HP, you take 287.84 dmg. And Teemo picks comet and scorch rune as well

I dont think so. Old quinn is the example of bad hybrid design. You forced to build full AD as quinn but you need to build bruiser as Valor. Unlike Jayce, Niddale, Elise, they can build AD/AP without problem because they got 6 skills instead of 3 .

You get free gold and split push while not in lane. Just imagine, you use on top and go bot to farm and you get gold from both lane. Banner of command was removed / Heimerdinger was reworked for same reason.

Why let certain champions exist for the sole purpose of ruining someones experience top lane? {{champion:150}} {{champion:74}} {{champion:85}} {{champion:17}} {{champion:133}} FFS I play a ranged top laner {{champion:8}} and I agree. The only difference is that Vlad is super weak early, and only wins early if people are horrible at spacing or build extremely poorly without pressuring him. On most top laners you can build boots+phage or MR and right click him to death. Vlad at least allows you to interact with him, and loses 20% of his hp if he doesn't on a 30 CD, making it easy to punish him.
